Professional licenses can be transferred as staff change?

Dear Admin,

Our company want to get 26 Professional annual subscription, may i ask : are these “named” licences assigned to people or licenses that can be transferred as staff change?

I have been sending out email request to GitHub but they never reply, looking forward to get a reply very soon, thanks a lot.
